Article Abstract:
The UK Housing and Development Bill 1992 fails to embrace the main problems of housing, such as homelessness, poverty, the collapse in the property market and poverty. Part I of the Bill allows leaseholders of flats to purchase property from their landords. The reforms do not extend to small blocks with residential freeholders and short leaseholders. Part II entitles people who pay rent to save towards a mortgage. Part III sets up an Urban Development Agency to focus on existing Urban Programmes and English Estates.

Brownfield minefield
Article Abstract:
The UK government's white paper 'Planning for the Communities of the Future' states that brownfield land should account for 60% of land used for new housing development by 2008, from the current target of 50%. Regional planning conferences of local authorities will be made responsible for forecasting regional housing demand and setting targets for brownfield development. Some environmentalists believe that the government is still not going far enough in protecting the countryside from new housing development.

Bill outlines development role
Article Abstract:
The UK Housing Urban and Development Bill which is before parliament in Nov 1992 will create the URA (Urban Regeneration Agency.) The URA is under the control of the environment sec and the Treasury. The URA will revive land that is contaminated, neglected or derelict, vacant, unused or under-used. It has powers to acquire, develop or dispose of land that qualifies for regeneration. It can become the local planning authority and can be exempted from local planning legislation.
