Michael Heseltine, president of the Board of Trade, will offer the services of the UK construction industry to Japan to help with the rebuilding of Kobe, which was devastated by an earthquake, during his trade mission. Currently the work in Kobe will concentrate on cleaning up and providing temporary shelt for the 170,000 homeless. Foreign expertise is expected to be used for the longer term reconstruction.
