Time for a system overhaul
Article Abstract:
The UK's Planning Inspectorate is creating great difficulties for housebuilders, with planning appeals now taking many months instead of just weeks. The authority's business and corporate plan for 1995-96 to 1998-99 states that 80% of hearing appeals will be determined within 24 weeks, with 80% of inquiry appeals being dealt with within 36 weeks. The volume and complex nature of local plan inquiries is making this an impossible target. It is now vital to resolve this issue if housebuilders are to benefit from a revival in the market.

Article Abstract:
There is a significant premium on the value of remaining land with planning permission at the London Docklands development following Paul Reichmann's repurchase of Canary Wharf. It is an enterprise zone which will help planning approvals, as developments already begun in enterprise zones can continue indefinitely. It is thought that the consortium backing the repurchase may sell some undeveloped land. The investment also purchase a share in the new Jubiliee Line extension which is scheduled to reach Canary Wharf by 1998.
