The ECA's Branch and Regional Chairmen have voted for employment reforms and craft training development following proposals at the JIB National Conference. Working groups have been established to cover modular training, key labour, benchmarking, and the future role and structure of the JIB. It was noted that there is a need for the proper organisation and regulation of temporary labour, through qualified labour agencies working to an agreed Code of Practice.

In a move aimed at reducing the number of unqualified practitioners in the electrical contractors industry, the UK's Joint Industry Board (JIB) National Board has created the Electrotechnical Certification Scheme (ECS) to replace the UK Register of Electricians. The ECS card shows a picture of the operative and indicates qualifications and training. Some 25,000 cards are to be issued by end-1999.

Some UK electrical contractors carry out sub-standard, over-priced work, according to research from AA Home Assistance Services. Evidence was found of contractors overloading circuits, installing dangerous appliances, supplying poor earthing and failing to make proper inspections. Even contractors who are apparently a member of a trade body may not necessarily offer a high quality service.
