Contract operations for composting facilities
Article Abstract:
Municipal managers have hired private firms to operate and maintain water and waste water treatment facilities. Private firms have high expertise and hiring them is inexpensive. Under most agreements, the contractor controls the facility, hires and trains employees, and maintains the facility for a fixed price. According to municipal authorities, technical expertise is a critical factor in choosing a firm from among the large number of bidders.
