Continued growth for variable rates
Article Abstract:
Local communities are using variable rate pricing systems instead of a tax-funded system to provide financing to their waste management programs. The systems operate by charging residents for the volume of garbage they want to dispose, with each type of garbage having its own rate. Although successful variable rate programs are found in small communities, municipalities and big cities are also expected to join the trend. The three states which have the leading variable rate programs are Minnesota, Washington and Oregon.

Variable rate initiatives at the state level
Article Abstract:
The extent of regulations that apply to variable rate pricing (VRP) systems for trash collection was determined by a survey of solid wastes officials in every state. Reasons behindthe adoption or rejection of VRP and the alternatives to VRP initiatives in thefuture were also discussed. VRP has already been mandated, promoted or is beingseriously considered for almost a quarter of all state legislatures. This trendis seen to be moving rapidly towards the eventual incorporation of VRP in everystate.

Texas moves into variable rates
Article Abstract:
A waste management survey shows that variable rate (VR) solid waste collection programmes are very popular in Texas. A Skumatz Economic Research Associates Inc. bi-annual survey report features the service preferences of community residents in twelve communities including Bryan, Texas, and College Station, Texas. The City of Austin has recently adopted a VR service for solid waste collection. VR programmes occasionally fail because of inappropriate rate allocation.
