EPA effectiveness at reducing the duration of plant-level noncompliance

Article Abstract:

An evaluation of the Environmental Protection Agnecy's enforcement activities with regards to the pulp and paper industry reveals that a 10% increase in monitoring activities lead to a 4.2% drop in incidents while a 10% increase in enforcement responses generates a 4% to 4.7% drop in length of violations. Moreover, the study shows that varied policies with regards compliant and noncompliant plants generates a certain level of effectiveness rating by outsiders. The study however, does not conclude that monitoring and enforcement activities determine benchmarks of performance.

The impact of environmental constraints on productivity improvement in integrated paper plants

Article Abstract:

The relationship of environmental constraints with the differences between plant-level efficiency and the feasibility of enhancements in environmental performance and productivity are investigated. Results indicate that not all production inefficiencies can be attributed to environmental constraints. A 1990 estimate shows that the average production loss caused by environmental constraints is 9.4%.

A discussion on the environmental impact of the paper and pulp industry, in Canada, is presented. The evaluation of the industry includes the level of production and its effect on the environment.
