Markets and regulatory hold-up problems
Article Abstract:
A study was conducted to examine the government's effectiveness in enforcing environmental regulations to businesses. It was observed that most business enterprises refuse to invest on research and development and new facilities and equipment to produce products and services that are more environmentally-friendly. Firms have realized that government enforcers are easily dissuaded from imposing regulations by their mere refusal to invest. To for ce firms to become environmentally compliant, the government should issue marketable environmental permits instead of imposing emission taxes.

The relative efficiency of voluntary vs mandatory environmental regulations
Article Abstract:
The effectiveness of voluntary programs and mandatory programs in agriculture is investigated. Results show that the government responds to the technical and financial needs of producers under the voluntary program that observe conservation practice. The voluntary program will be more efficient if loss from raising government revenue and the costs of government services are low while the number of farms and the savings from implementation costs are high.
