Hong Kong in transition: the prospects
Article Abstract:
China's resumption of its rule in Hong Kong was implemented on Jun 1, 1997 pursuant to the Sino-British Joint Declaration of 1984. After 99 years of British rule, Hong Kong has evolved into a major economic power in the region with a GDP per person of $25,000 and the second largest stock market in Asia. Despite protests and demonstrations, UK's foreign secretary Robert Cook reported that China is adhering to its promise to let Hong Kong be governed by Hong Kong people. The Chinese government has also reaffirmed its commitment to provide autonomy to Hong Kong.

From a colonial to an accountable administration: Hong Kong's experience
Article Abstract:
The Western-oriented model of public administration in Hong Kong is likely to clash with the norm of central planning in Communist China. There will be confusion in the Hong Kong bureaucracy with regard to accountability. Reforms for greater accountability will be hindered since the bureaucracy will be caught between the conflicting interests and values of the elected officials, the general public and the communist government.

Hong Kong's 1000 days
Article Abstract:
The people of Hong Kong fear for their freedom and democracy, as the final stage is set for the transfer of power of Hong Kong from the UK to China on Jun 30, 1997. Prior to the transition in Hong Kong's status the local populace need to be empowered to participate in decision making pertaining to intellectual autonomy from the Chinese mainland Post-1997.
