New regulations and taxes push wine prices up in Illinois

A controversial wholesale law and tax increase in Illinois took effect on July 1, 1999, and caused an increase in the price of wine. The tax hike is designed to help finance a statewide construction program, and the wholesale law permits producers to cancel contracts with distributors only for 'just cause'. Critics of the law says it will reduce competition.
