A randomized trial to evaluate the effectiveness of a Medicaid HMO
Article Abstract:
The effectiveness of Medicaid health maintenance organizations (HMO) was evaluated using a randomized trial. The results indicated that the lower use of HMO enrollees was due to the HMO's selection of patients with lower needs for care rather than due to a percieved lack of technical efficiency. Medicaid HMOs had significantly fewer outpatient services but the same number of inpatient as Medicaid free-for-service recepients.

Cost effectiveness/utility analyses: do current decision rules lead us to where we want to be?
Article Abstract:
Cost effectiveness and cost-utility analyses have often been used to evaluate the economic feasibility of health care programs. However, not enough attention has been given to the theoretical aspects of the two techniques. Although cost effectiveness and cost-utility analyses allow analysts to formulate objective assessments of managerial plans, they are often inconsistent with welfare economic objectives.

Resource allocation for control of epidemics is examined based on several factors, in contrast to using cost-benefit analysis, and some conditions for ideal resource allocation are presented.
