A farewell to David Falcone, founder of the journal
Article Abstract:
David Falcone, one of the founders of the Journal of Health Politics, Policy and Law (JHPPL), died in May 1996 of esophageal cancer. He taught and did research at Duke University's Dept of Health Administration for 15 years and chaired University of Oklahoma's Health Administration department for six years. In the 1970s, with Jon Jaeger and Ralph Straetz, Falcone founded the JHPPL. He impressed many with his literary knowledge and enthusiasm, and will be missed by colleagues and students alike.

Issues concerning depreciation and taxation of assets within the electricity industry are discussed. The arguments for a fairer system of taxation in line with other industries and for incentives to modernise are examined.
