Africa's AIDS crisis in context: 'how the poor are dying'

This article discusses the social problems in Africa due to the AIDS epidemic, as highlighted at the 13th International Conference on AIDS. The author points out that 70% of all HIV-infected people live in Africa, which is the least equipped region in the world to manage the health and social problems; the relationship between poverty and HIV are examined, as is the global response.

Beyond budgetary support: Pro-poor development agendas for Africa
Article Abstract:
The arguments and practices of donor agencies that are advocating the use of budgetary support mechanisms as being the most appropriate means for the disbursal of bilateral and multilateral aid in Africa are challenged. The donors should pay more attention to what they can do themselves to alleviate the causes of poverty rather than focusing on its symptoms.

Western donor policy on HIV/AIDS is silent about the provision of anti-retroviral treatment. A logical explanation for this pervasive medical neglect and donor preference for prevention programmes over treatment is sought.
