Building the Tamil Eelam state: Emerging state institutions and forms of governance in LTTE controlled areas in Sri Lanka
Article Abstract:
The efforts of formation of an Eelam state by the Liberation Tigers of Tamil Eelam (LTTE) in the areas controlled by it in Sri Lanka are examined with an emphasis on the functions and forms of governance that are embedded in the new state institutions. It is observed that the emerging state formation has a strong focus on external and internal security with an additional emphasis on social welfare and economic development and hence resolving the security problem and making political transformations toward democratic governance are required.

The author presents evidence to refute the claims made by Kristian Stokke on Liberation Tigers of Tamil Eelam (LTTE). Stokke claimed LTTE as a liberation movement with mass support that are performing state functions in areas under control.
