Deterrence and regional conflict: hopes, fallacies and "fixes."

Article Abstract:

Qualitative arguments on the irrelevance, unreliability and global implications of nuclear deterrence are presented. The disaggregation of local and regional issues is a major restriction in the implementation of deterrence that is relevant in both local and regional contexts. The theory of deterrence is sound, however, its reliable implementation is complicated by misunderstood political intentions, unclear communication of warnings or threats, inappropriate military capabilities, internal political forces and interests, personalities, and the unreliability of the armed forces.

A coast guard for the future: America's maritime guardian

Article Abstract:

The US Coast Guard must underscore the need to modernize its facilities, particularly its deepwater cutter fleet and long range aircraft systems, in order to ensure a great degree of security along the country's coastal waters. One of the most efficient means by which modernization may be carried out is by adopting an open-architecture in ship design. Developing cutting-edge naval facilities would not only strengthen the naval power of the Coast Guard, but would increase the agency's flexibility in carrying out humanitarian and military duties, as well.
