French and British security: mirror images in a globalized world
Article Abstract:
This article discusses the French government's reassessment of its institutions and training structure for its foreign diplomats, based on the 'Heisbourg Report' that claimed French diplomats were untrained for modern diplomacy, hampered by the centrist-state's view of international relations, and closed to international influences. The author asserts that the problems the French face are reflected in the British as well, particularly in issues concerning the pro's and con's of their policy-making; the development of the European Security and Defence Policy project; and problems related to globalization.

Article Abstract:
This article critiques the French periodical 'Politique Africaine' by analyzing its 1999 issues in an attempt to understand how national traditions influence ways in which Africa is viewed. The author concludes that French Africanist political scientists are reluctant to use new forms of analysis of Africa.
