Article Abstract:
This article examines the changing policies of the World Bank. The author argues the World Bank, throughout the 1990s, has consistently shifted its policies and definitions of economic development, which has focused on the poorest in the world with an emphasis to reduce poverty, and maintains they continue to fail due to poor policy development.
