Misguided investments in meeting Millennium Development Goals: A reconsideration using ends-based targets
Article Abstract:
Some of the Millennium Development Goals do not distinguish between potential and actual achievements like in the case of education for instance, the completion of primary education by all students is not an end in itself, but rather an intermediary phase in the process of learning to read and write. The governments need to consider moving from means-to ends-based proxies, and should reconsider whether the way that resources are allocated in any given sector is in fact the optimal one.

Hylomorphism, complexity and development: Planner, artisan, or modern prince?
Article Abstract:
Hylomorphism/complexity dualism identified by John Protevi's examination of the philosophy of Gilles Deleuze and Felix Guattari is used to cast some light on the problems of development. Hylomorphism permeates mainstream development and this is manifested in the dominance of the planner and the blueprint model at the project/programme level, and in the ascendancy of the neoliberal project at the global level.

Development, foreign aid and post-development in Timor-Leste
Article Abstract:
The opportunities existing for applying post-development ideas within the present development system of Timor-Leste are studied. Conclusions recommend that the development apparatus itself might not be inherently faulted but could be usefully utilized by those inspired by alternative imageries to pursue post-development goals.
