Russia-Ukraine Rapprochement?: the Black Sea Fleet accords
Article Abstract:
The relationship between the Ukraine and Russia has been redefined by the signing of agreements on the Black Sea Fleet and the Treaty of Friendship, Cooperation and Partnership on May 28 1997. Russia is using cooperation instead of pressure to persuade the Ukraine to forge closer ties with Russia and the accords signify Russia's acknowledgment of the Ukraine's territorial rights. Some Russian officials may endanger the accords after ratification by the Duma, however, and some Russian elements remain keen to dominate the Ukraine.

The revolution in military affairs and Asian security
Article Abstract:
It is assumed that the Revolution in Military Affairs (RMA) will spread globally. It is feared that the development and acquisition of sophisticated military capabilities, will complicate coming security challenges in the Asia-Pacific. The RMA and its applicability to Asian security is discussed, together with its differing interpretations from those being developed by North American and European defence departments and military forces.

A fresh start for Ukrainian military reform?
Article Abstract:
Issues concerning the restructuring of Ukraine's defence forces are discussed. Ukraine five year state reform program is examined. Particular attention is given to the relationship between the country's economic circumstances and its military defence establishment.
