Extending the privilege against self-incrimination to the juvenile waiver hearing
Article Abstract:
The privilege against self-incrimination should apply in a juvenile waiver hearing, which is a hearing to determine whether a juvenile should be tried as an adult. Courts have been inconsistent because they have failed to integrate the fundamental due process principle of Kent v. United States with arguments based on the scope of the Fifth Amendment privilege. However, the privilege should be considered required as an aspect of due process under Kent, while statements made at a waiver hearing are sufficiently incriminating to fall within the privilege's scope.

Beyond Rio: "insuring" against global warming
Article Abstract:
Preventing global warming and protecting the environment through international cooperation presents several economic and political problems for the nations of the world. Because the costs are enormous and present options meet with political objections, the concept of insurance could be adapted to help relieve some of the economic risks nations face. Private insurance already insures against certain natural disasters and, with government and international cooperation, this could be expanded to deal with international environmental problems.
