Towards an open and level playing field
Article Abstract:
The EU's internal market is defined as an area without internal frontiers where the free movement of goods, services, personas and capital is ensured in accordance with the provisions of the Single European Act (SEA). An important component of the single market is the free movement of goods within the EU and controls on goods crossing intra-EU frontiers were abolished from January 1993. Free movement of persons was due to come into force at the beginning of 1993, although some checks are still in force, especially at airports. With regard to company law and accounting, several company-law directives have been put forward and some measures are awaiting adoption.

The deficit of measures still to be adopted by member states has been reduced to 18% from 35% when the single market action plan was adopted in 1997. However member states are not meeting their own deadlines to implement legislation, and infringement proceedings are lengthy. With regard to economic and monetary union, retailers have adopted a code of practice on the use of the euro. A regulation on the labelling of foodstuffs containing genetically modified organisms has been adopted by agriculture ministers and key objectives on how to improve the competitiveness of the construction industry have received support from industry ministers.

The simpler legislation for the internal market (SLIM) initiative is in its third round, looking at electromagnetic compatibility, coordination of social security systems and insurance. With regard to economic and monetary union, 11 member states have met the conditions to adopt the single currency, and they will be the funder members of the economic and monetary union (EMU). Other issues include cars and other vehicles, consumer protection, employment, energy, financial services, industry, research and taxation.
