San Francisco Bay Area boatyards: a case study in regulating small polluters
Article Abstract:
The San Francisco Regional Water Quality Control Board's practice in getting small area boatyards to clean up and minimize toxic paint residues in surrounding waters shows the success in creating a regulatory regime suitable to the size and source of the pollution problem. As compared to enforcing pollution regulations against one big polluter, the Board had to ensure that it held all boatyard owners equally responsible. To accomplish this goal, communication between regulators and polluters was key. A fierce regulatory regime was replaced with negotiable yet specific, uniform compliance demands.

Ecological disaster area: the Chernobyl case study
Article Abstract:
The full magnitude of the accident at the Chernobyl nuclear plant in Apr 1986, was not known until 1989. At that time it was determined that 5 million persons and 3 million hectares in the Ukraine, Byelorussia and the Russian Federation were at hazard. The affected regions have been divided into four classes based on the amount of radiation present, and measures have been enacted to assist the affected people.
