Victim restitution will tie courts into knots
Article Abstract:
The proposed Victim Restitution Act of 1995 paves the way to vastly expand a program which sounds good but has consistently failed. Passed by the House of Representatives and sure to get a favorable reception in the Senate, the Act would make convicts repay victims' losses. This represents another intrusion on federal judges' authority, will prove costly to administer each $400-$500 restitution order, has proven impossible to oversee in pilot programs, and seeks money where there is none.
