These people claim that the right to express one's personal message of need fall should be protected as free speech.Proponents of anti-panhandling laws claim that homeless persons often use aggressive language in panhandling, which sometimes leads to violence. These people claim that the homeless do not know the limits of free speech protection, and that aggressive speech is not protected by the constitution.

Are criminal sanctions more useful than civil remedies in dealing with insurance fraud?

Insurance fraud can be opposed with criminal sanctions or civil remedies. Criminal sanctions are favored by those who believe it makes effective deterrence, with effectiveness measured by severity and likelihood of application. Civil remedies are supported as an alternative to sanctions, on the basis that total deterrence does not occur and victims need empowerment. With civil remedies, insurance companies may take the initiative and save taxpayer resources from criminal cases.
