Police reform movement
Article Abstract:
An effective police reform movement wasspurred by the Prohibition in the 1920s although police corruption had been occurring prior to that date. One main objective of the reform program was to dismantle police-politician relationships that usually foster crime activities.Another was to instill professional standards among police officers. However, professionalism came to be regarded as placing distance between the police force and the community. Eventually, police officers became dependent on modernvehicles and high-tech communication devices and public relations was forced into the background.

New approach to policing
Article Abstract:
Professional policing has been losing its credibility and is in need of new mode of practical guidelines. Community policing, as outlined by the law enforcement principles of Sir Robert Peel of Britain in 1829, appears to be thebest option. Police officers must be able to form a close solid relationship with community residents. Police officers must also be flexible in dealing withsituations other than those which are crime-related. Problem-solving ability isalso the key to improve law enforcement practices.

19th-century roots
Article Abstract:
Community policing is by no means a new concept in law enforcement. It is actually a modernized version of the Metropolitan Police Act proposed by Sir Robert Peel of Britain in 1829. Peel patterned his law enforcing model after a centuries-old practice of Anglo-Saxon England where virtually all male citizenswere police officers. New York City, NY, was the first city in the US to utilize Peel's community policing program.
