Public housing: can the largest assisted-housing program be improved?
Article Abstract:
Public housing in the US is more in demand than ever as low-rent housing in metropolitan areas is becoming harder to come by. Many public housing units, however, have become racially segregated slums and hot-beds of criminal activity. The Clinton administration is considering changing the rent-structure for public housing in order to make it beneficial for tenants to get jobs. Other proposed solutions involve redesigning the projects so people are not in such close quarters, integrating them racially and placing them in less economically depressed areas.

Is public housing the most effective way to address the country's low-income housing needs?
Article Abstract:
The debate over public housing has intensified with HUD Secretary Henry G. Cisneros' promise to clean up the worst projects in the nation. Some believe that public housing can provide safe affordable housing if it is managed professionally. HUD, to these people, should know how to handle the issue. Others claim that federal money is not the solution. They claim community-based funding and management, coupled with federal tax credits, will make public housing more responsive to local needs and safer for all involved.

Reinventing government
Article Abstract:
The drive to make government more efficient has become very strong with the President, Vice-President and the Republican Congress expressing strong support for it. The idea of reinventing government was first introduced by public policy consultant David osborne and former city manager Ted Gaebler in their 1992 book 'Reinventing Government.' There is concern among critics that, despite the various success stories, the preoccupation with entrepreneurial jargon will impede the basic functions of government.
