Welfare reform is emphasizing a shift to work, and the burden thus falls on states to move welfare recipients into the workforce. The 1996 federal welfare reform law mandates a 50% cut in adult recipients over six years, and states that miss the mark might suffer a 21% cut in federal assistance for welfare. Regardless of penalties, federal welfare expenditures are projected to decline $58.4 billion over this six year period.
