Article Abstract:
US electric companies have been burdened by troubling restrictions that prevented them from investing in power plants that generate wholesale power without losing their exemption from the complex accounting requirements of the the Public Utilities Holding Company Act of 1935. Outcry from electric utilities and non-utility producers resulted in major reform under the Comprehensive National Energy Policy Act of 1992, which enables the much-desired creation of the exempt wholesale electricity producer.

Mixed outlook for retail wheeling
Article Abstract:
Survey results released by Fitch Investors Service in Oct. 31, 1994, showed that 28% of public utility commissions across the US have a positive outlook for retail wheeling, 42% expressed a negative outlook and the rest were neutral. This means that the move towards retail wheeling may take several years more. The obligation of utilities to serve, stranded investments, the environment and the financial effects on customers are the most often cited hurdles to retail wheeling.

Thinking of energy in a new way?
Article Abstract:
Power marketing is not as simple as it looks initially. This is due to the complexity of power grids. Electric generation has to be used instantly because it cannot be stored, unlike natural gas. Thus, everytime bulk power enters a grid, the entire power grid is affected. If power interchanges between wheeling utilities are not equal and simultaneous, they could cause an overload in the entire power grid. Suggestions to prevent such situations are presented.
