Archbishop Desmond Tutu feels South Africa's transition from apartheid to fully-participatory democracy is a uniquely peaceful transition of power. The Truth and Reconciliation Commission is based on the concept that full disclosure of past injustice is the best way to achieve forgiveness and understanding.
