Canada-Latin America municipal exchange as a strategy for regional development: some observations on the cost-benefit balance sheet
Article Abstract:
International municipal exchanges (IMEs) between cities and towns in developed and developing countries are one of the most comprehensive and potentially effective international cooperative ventures known as community development initiatives. Instead of cash donations or loans to governments, these IMEs focus on technical and information transfers in the form of joint ventures, partnerships and exchanges. Exchanges involving Canadian towns and cities and their Latin American counterparts demonstrate the value of these IMEs. Expanding knowledge on the need for and effects of these IMEs will allow policy makers to better assess this development assistance tool.

A multivariate approach to the measurement of development: Asia and Latin America
Article Abstract:
Thirty-nine economic development factors were analyzed using a multivariate analysis technique to establish an accurate measure of development. The results of the analysis were tested on economic data gathered between 1970 and 1990 from Asian and Latin American countries. The results showed that conventional measures of development such as GDP and GNP per capita do not accurately show the development of a country. Other factors such as social climate, literacy, health care and political stability also contribute to enhance economic development.

The impact of foreign direct investment on growth in private capital, and the influence of changes in exchange rates on inflation are discussed. Economic condition in Latin America is taken up as a case study.
