The Chinese route to privatization
Article Abstract:
The conversion of state-owned enterprises (SOE) into shareholding enterprises (SHE) in China failed to fulfill the expectations of economic theorists. According to statistics, 650 SHEs reported losses in 1994, followed by decline in efficiency and gross industrial output in 1995. This was attributed to steep state taxes, the indulgent intervention of government officials who remained the largest shareholders in SHEs and the failure in containing the power of the board and general managers.
