Graduate now, pay later

Article Abstract:

A student payment scheme modelled on the Australian higher education system is recommended as universities need to become less dependent on the state for finance. Government vouchers would be given to universities and repaid by the student from future high earnings. This would not be a general tax but the student would pay through the tax system but without interest. The number of students in higher education increased from 90,000 in the 1960s to 800,000 in the 1990s. The cost of an average three-year course would be 21,600 pounds sterling.

The UK government's Dance and Drama Awards scheme, introduced in 1999, has ensured that those wishing to study theatre arts are not dependent on variable funding policies operated by local education authorities, as was the case in the 1990s. This funding is based on successful audition, rather than on where the applicant lives.

Ireland's economic growth has slowed down, but the Irish economy remains one of the strongest in the developed world. The Catholic church is still strong, with 64% of people attending mass weekly, although attendance at mass is 'very important' to only 14% of young people.
