Article Abstract:
One of the last acts undertaken by Brian Mahwinney before he left his post as transport secretary was to approve the building of a by-pass round the town of Newbury. This has been welcomed by campaigners, who point out that the severe traffic problems in the town have led to a decline in custom for traders. Most ordinary people in the town are in favour of a by-pass, as they believe that their health is being affected by traffic congestion. However, those who oppose the scheme point out that it may well destroy a number of outlying villages.

Can 42m pounds sterling make Britain a nation of cyclists?
Article Abstract:
Sustrans is to receive 42.5 million pounds sterling from the Millennium Commission for the construction of a national cycle path network which will cover 6,500 miles by the year 2005. Cycle campaigners hope that this will revive cycling as a family leisure activity and encourage foreign cyclists to visit the UK. However, cycling has had a negative image over recent years in the UK, with most people seeing it as an inferior form of transport. These attitudes are likely to remain even if facilities for cyclists are improved.

Citizen Nicholson steps forward

Business psychologist John Nicholson has a two year contract as special adviser on the application of the Citizen's Charter in 1992. Dr Nicholson's consultancy company's clients include Saab, Volvo and the Law Society. He will work 1 1/2 days a week.
