The Local Government Commission aims to produce an efficient, economical system by streamlining the 1992 two-tier council organisation. Sir John Banham, the Chairman, intends to avoid unnecessary reorganisation and only make changes where a problem is obvious. The county council/district council structure may continue in Cornwall and some other areas. Consultants propose unitary authorities for either disticts or county councils and the case of the dissolution of the GLC shows the need to avoid the creation of joint boards.

Into the trees
Article Abstract:
The National Forest, which is the first major forest to be planted in the UK for almost 1,000 years, will play a key role in improving environmental, social and economic conditions in the Midlands, where it will cover 200 square miles, according to Susan Bell, chief executive of the National Forest. The area where it is being planted is in urgent need of regeneration, and it is hoped that the scheme will create a new infrastructure within which traditional skills can be revived.

Town halls are on the ball

UK football clubs are under pressure to establish more positive relationships with local authorities and communities as football becomes increasingly commercialized. Research indicates that many football clubs become alienated from their communities after becoming public limited companies. This could in turn mean that clubs lose the support of their local authority. Fostering a positive relationship can bring significant advantages, including creating a strong community spirit.
