Shame is becoming a very powerful social force in the western world, as it has long been in Japan. In an increasingly fragmented society, shame is restricted to small peer groups, rather than to a community as a whole. It has become increasingly common for high-profile people to make public apologies for their behaviour. This trend has served to make apology a devalued concept, with confession coming in the place of contrition rather than following it. Only the sufferer can forgive the person making the apology, not society as a whole.

However, some observers believe that housing associations are now facing a crisis, with a new generation of entrepreneurial managers driving out the idealists. Rents have gone up, while the size and standard of homes is falling and reserves are being wasted.
