Setting the stage: the advocates' struggle to address gross neglect in Philadelphia nursing homes
Article Abstract:
Advocates for nursing home residents in Philadelphia engaged in numerous frustrating efforts to eradicate the gross neglect in long term facilities managed or owned by the city's largest nursing home corporation in 1989. The corporation's substandard care facilities and standards lead to gross neglect and even death of elderly patients. The advocates' approach to several public and private law enforcement agencies to resolve the neglect problems proved futile. They finally adopted a criminal litigation process on behalf of the clients to ensure adequate penalties for the perpetrators.

Educating health and social service professionals in the detection and management of mistreated nursing home residents
Article Abstract:
Two professors describe their strategies for educating health and social service professionals about the detection and management of mistreated nursing home residents. The professors served as expert witnesses in the criminal prosecution of a nursing home corporation that was charged with involuntary manslaughter of some patients. They describe several educational activities targeted at professionals, students, and social service and law enforcement personnel. The activities include a task force and an educational video to inculcate awareness about quality care issues.

A survey of grass roots advocacy organizations for nursing home residents
Article Abstract:
Grass roots advocacy programs increase the capability of ombudsman programs in nursing homes. The advocacy programs provide supplemental manpower to the ombudsman program, and assist them in tackling political resistance and bureaucratic rigidity. These groups support the ombudsman indirectly via their scrutiny, criticism and presence. The ombudsman office needs to be independent of the government and collaborate with citizens groups to provide actual consumer representation.
