Discouraging opportunistic behavior in collaborative R&D: a new role for government

Article Abstract:

A study of the Italian Societa di Ricercare research program was undertaken to find out whether opportunistic attitude was a concern of participating firms and whether the government effectively controlled the emergence of such behavior. Results show that the government is capable of carrying out this policing role effectively in addition to performing its function in the funding process. Firms that had prior experience in collaborative research and development efforts valued this particular governmental role more than first-timers.
