Manufactured homes: an affordable alternative?
Article Abstract:
Manufactured homes offer promise of an affordable alternative means for supplementing the nation's housing stock of low-priced homes. The Manufactured Housing Institute claims that owning a manufactured home is cheaper than renting a house or apartment. The average structural cost of a manufactured home was $26,600 in 1988 versus $138,200 for a new site-built home. Vantage Glen, a King County, Washington housing development, was created from 164 manufactured homes, 20 acres of open space, and a community center. Homeowners have monthly payments of $350, illustrating that manufactured homes have great potential for public housing development in a time of constricted budgets.

Advice to commissioners
Article Abstract:
Housing commissioners are unpaid and appointed by elected officials. The commissioners articulate and implement policy for spending housing funds and have discretion over 80% of the annual budget of the Department of Housing and Urban Development. Commissioners must have expertise on local housing issues and develop plans on how to deal with those issues. Commissioners need to maintain their independence and should concentrate on mobilizing resources from all sources, including federal, state, and local, in order to better provide housing and services.

Housing and community development authorities planning on implementing a newsletter should determine the direction of the newsletter, staffing and funding, and the frequency of the newsletter. When computerizing your newsletter, authorities should pick software that best suits their needs. A word processing program is fine for a simple newsletter, but a page layout system is required if the newsletter will have photographs, columns, and graphics. The minimum requirements for hardware will be a PC with a hard disk drive and a printer.
