Modified Delphi methodology for technology forecasting: case study of electronics and information technology in India
Article Abstract:
The government of India undertook a study of the future of its electronics and information technology industries by combining scenario writing, Delphi questionnaire, and response analysis to generate an immediate planning scenario for the fast-track development of the industries. The utility of the Delphi technique was enhanced by the use of quantitative parameters which was used to quantify the consensus of experts on specific development scenarios, while text responses were analyzed and distilled for the formulation of a guideline for development.

Technology assessment: product or process?
Article Abstract:
Technology assessment for legislative bodies has evolved in both the US and Europe, and has generally been conducted along the lines of four models. The classical model studies technologies to provide lawmakers with an objective analysis. The model used by the defunct Office of Technology Assessment emphasized policy alternatives. The public technology assessment model emphasized democratic control over technological development, while the constructive technology assessment looked for ways to influence technological development.

The UK Parliamentary Office of Science and Technology and its interaction with the OTA
Article Abstract:
The founding of the Office of Technology Assessment (OTA) influenced the establishment of the UK Parliamentary Office of Science and Technology (POST). OTA fulfilled a need of national lawmakers for new ways to conduct informed debate and decision making on complex societal issues related to science and technology. POST founders relied greatly on the OTA model in developing and executing their proposals. POST also benefited from its similarities to and differences from the OTA.
