Using Delphi for a long-range technology forecasting, and assessing directions of future R&D activities: the Korean exercise
Article Abstract:
The Korean Delphi was a large-scale effort at technological forecasting in South Korea to determine the national policy for research and development. The activity entailed three rounds of Delphi, from 1992 to 1994, at the cost of $150,000. The Delphi was useful in studying the technological directions expected of the information, communications and electronics technology, production, materials, chemicals, life sciences, environment, urbanization, transportation and space technology. The results were used to evaluate existing and future South Korean capabilities in addressing the changes in each sector and a formulation of strategies to approach each sector.

Technology scanning used in management planning may be done effectively by involving all levels of the business organization in maximizing corporate learning. Technology scanning is important in business planning since it strengthens the link between technological innovation and corporate strategy. It enhances technology foresight by distinguishing certain features in the technological landscape.
