Reducing energy costs: one approach
Article Abstract:
The demands placed on public housing authorities by the aging and deteriorating housing stock are made worse by the need to spend ever larger portions of their operating revenues for utilities because of the increasing cost of the utilities, inflation, and the changes in U.S. Department of Housing and Urban Development regulatory polices in regard to utility allowances. The Durham Housing Authority in Durham, North Carolina has reacted to these problems by establishing an innovative energy-conservation program intended to save on utilities expenses, the first step of which was the completion of energy audits on all its housing developments. The audits allowed the administration to more accurately measure the potential effectiveness of different energy-conservation approaches, among which are the education of residents about energy conservation and the technical assistance available from local utilities. The benefits realized by the implementation of the energy conservation measures at the housing authority are described.

Computers and PHA Management: The Consortium Approach
Article Abstract:
The consortium idea is applied to public housing authority (PHA) management. Because information needs are the same for PHAs, the group purchase of a computer system will be a cost-effective improvement. Executive directors of PHAs are interviewed to determine individual needs and to evaluate vendors. Vendor proposals are evaluated with reference to cost, training, size, references, and comparative advantages. Benefits derived from this approach include back-up system capability, improved communication, and greater flexibility of design.
