How to select legal counsel
Article Abstract:
Local housing authorities should carefully select legal counsel because the key to minimizing litigation costs is in the hands of the attorneys assigned to the case. Attorneys should have good negotiation and pre-trial settlements skills and a sufficient level of trial experience. They should also know how to play different roles: give advice and control emotions like a psychologist, understand budgets like an economist, narrate effectively like a playwright, and convincingly present the case like an actor. In selecting the appropriate attorney, local agencies should read resource publications to find out the attorney's status in the legal community, interview the candidate, ask for references and determine the billing practice of the law firm.

The provision of public goods under Islamic law: origins, impact, and limitations of the Waqf system
Article Abstract:
Until the nineteenth and twentieth centuries, social services in much of the Islamic world were provided by Waqfs or privately endowed foundations. Though working well for centuries, the Waqf system included features that made it unsuitable for the rapidly changing economies of the 1800 and 1900's. The lagging economic development in places like the Middle East can partially be traced to this.

The impact of legal counsel on outcomes for poor tenants in New York City's Housing Court: results of a randomized experiment
Article Abstract:
The authors examine the issue of legal representation for poor litigants in the New York City Housing Court. They find that those who are represented by counsel are generally more successful than those who have no representation.
