The Immigration and Nationality Act must be amended by Congress
Article Abstract:
There is a need to amend the Immigration and Nationality Act because the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 made several amendments to the law that are 'inhuman and un-American.' Deportation of aliens such as Nicaraguans and Hondurans who have stayed long in the US can be considered as an 'extreme hardship,' given their countries' present conditions. Moreover, the law on the deporation of 'criminal aliens' is also applied to non-criminal aliens. Many non-criminal aliens and those seeking political asylum are being locked up in jail because of the law.

Immigration: reasons for growth, 1981-1995
Article Abstract:
The increase in US immigration can be attributed to the legal immigration system which allows preference immigrants, legalized aliens, immediate relative of US citizens and refugees. The Immigration and Naturalization Service has reported that immigration has doubled during the 15-year period 1981 to 1995 compared to previous 15 year period 1966-1980. Among the categories that contribute to immigration growth, preference immigration is the largest contributing variable.
