Too little, too late: the politics of local complacency

Article Abstract:

Interest in urban political analysis is renewed as new studies on local power and governance show the utility of long-discarded concepts. A study of the local politics in Bristol, England is made to show the relationship between classical community power studies and present urban political analysis. Bristol, a confident, conservative and complacent city, failed to adopt a process of coalescence in response to changing times. These include a changing economic climate, weakened traditional authority, oppressive nature of central/local relations and formalization of resource competition.

In 1998, the number of requests for emergency shelter rose by 11% in 72% of the cities included in the US Conference of Mayors survey. Of the total number of cities, 67% were required to turn homeless individuals and families away due to lack of shelter. The lack of affordable housing is cited as a key reason for homelessness. In 1996, it was estimated that there were 100 million homeless people around the world.
