USA lags on subsidies
Article Abstract:
The US has delayed signing the OECD agreement that puts an end to shipbuilding subsidies because of pressure exerted by some shipyards, especially those connected with the military which would want to increase their competitiveness versus foreign shipyards. However, these contrary interests do not realize that by opposing the agreement, subsidies in other countries will continue and result in the status quo, which is the global dominance of non-US shipyards.

Article Abstract:
Liability for ship damage during pilotage depends on various factors. In many ports, port authorities distinguish between 'voluntary' and 'compulsory' pilotage based on the tonnage or length of a vessel. During 'compulsory pilotage,' liability for damage falls on the pilot. In most circumstances, however, the master of the ship remains responsible for the course of the vessel.
