Award and self-assessment methods of quality management require commitment to be effective. While most organizations that implement these methods demonstrate significant performance improvements, some institutions adopt them without enacting procedures or enforcing compliance. Failures resulting from this lack of commitment can foster disillusionment with quality management.

The target assessment model as an international standard for self-assessment
