A fresh vote in Bosnia
Article Abstract:
Elections are scheduled in Bosnia in Sep 1998 and the candidates chosen are likely to represent ethnic interests. Confrontation between ethnic groups may soften due to western pressure. Bosnia is likely to need outside help for some time since the renewal of war is a possible alternative and would create a problem of refugees. Bosnia has helped provide stability in the region. Outside forces will have to withdraw at some point, and this should be done gradually, and could be made easier if an electoral system is introduced that could foster voting across ethnic lines.

Article Abstract:
US and European inaction on Bosnia has made any solution at this point much more difficult. The choices are to back out altogether, destroying the credibility of Western willpower; military invention much riskier than would have been needed earlier; and arming the Muslims.

The Dayton peace accord is working better in Bosnia-Herzegovina than its critics believed it would, with the country soon to enter its second year of relative peace. The US and other nations are negotiating how the next peacekeeping force will be comprised.
