Article Abstract:

The North American Free Trade Agreement (NAFTA) has led to an increase in imports into the US from Mexico, where goods can be produced more cheaply than in the US. There have been other regional trade agreements in the US including Mercosur. A total of 153 regional agreements have been announced in the 50 years to 1998. There is a disagreement as to whether regional trade agreements help free up trade as a whole. The World Trade Organization's regulations on such agreements tend to be imprecise and outdated.

There are areas of international trade which were not tackled by the last GATT round, but the World Trade Organization (WTO) has been able to tackle some of these areas without a new round being necessary. Trade negotiations tend to be more succesful if different issues are brought together and advances in one area can be exchanged for concessions in other areas. There are a number of issues that should be tackled in a new trade round, and this round should be launched in 1999.
