Article Abstract:

Malacca's investment climate has improved as a result of government efforts to ease the state's chronic water shortages. Prolonged drought caused water levels at the Durian Tunggal Dam to fall below normal in the first quarter of 1991. Consequently, local businesses incurred heavy losses with the resultant water rationing. State officials claim that the water crisis is over and that they are taking the necessary steps to prevent its recurrence.

Article Abstract:

Malaysia's economy is seen as too dependent on foreign capital, and further reductions in outside investments may affect the government's investment targets. Foreign investments in Malaysia for 1991 dropped sharply as a result of foreigners' hesitancy to embark on new projects following the expiration of the New Economic Policy. Foreign investment proposals fell 52% to M$14.2 billion in 1991 from M$29.8 billion in 1990.

Malaysia's planned joint-venture steel complex between China Steel Corp and Amalgamated Steel Mills was put on hold after Taiwanese legislators led by Lin Yu-hsiang withheld final approval of the project. The legislators are intent on pressuring Malaysia to sign a bilateral investment-protection agreement, and assuring incentives for Taiwanese investors.
