Back to square one for Subic

Article Abstract:

Philippine Pres. Fidel V. Ramos has ordered the Subic Bay Metropolitan Authority (SBMA) to conduct a re-bidding of the contract to operate a port terminal at Subic Bay, stating that the tender documents provided by Hong Kong-based Hutchison Ports Philippines Ltd. were ambiguous. Ramos made the order after Hutchison won the contract for the second time, prompting critics to accuse Ramos of meddling in the bidding process. Some believe that Ramos' move gives local companies time to reorganize their bids to win the contract.
